What is FP1.4

FP1.4 is a performance requirement of the National Construction Code pertaining to the weatherproofing.  


 A roof and external wall (including openings around windows and doors) must prevent the penetration of water that could cause— 

(a) unhealthy or dangerous conditions, or loss of amenity for occupants; and 

(b) undue dampness or deterioration of building elements. 


As there is no Deemed to Satisfy pathway for FP1.4 a Performance Solution is required. This document details how the proposed building will meet compliance to the relevant performance requirement and can be presented in a variety of ways depending on the type of building and the proposed cladding and glazing systems involved. 

Many products out there have substantial testing  and Codemark Certificates to formally present there suitability as a tested system that can be installed to the tested details. 

Other scenarios require a more customised approach with more reliance on Expert Judgment and likely the requirement for on site verification testing of the system as a a condition of the report.   

Performance Based Design Brief (PBDB)

All Performance Solutions require a Performance Based Design Brief to be prepared and distributed as the first step. It is sent to all stakeholders and summaries the proposed pathway to compliance.  This should be reviewed and accepted by all stakeholders prior to the final design report to ensure everyone is on the same page before a final document is prepared. 

FP1.4 Performance Solution Report

After a PBDB has been distributed and accepted the formal report is prepared. 

Scope can vary with it assessing the building as a whole or just one element of the building .


 Overview and outline the analysis, modelling and/or testing carried out 

Ֆ Method of analysis used 

Ֆ Calculations and outcomes 

Ֆ The sensitivities, redundancies and uncertainty studies carried out 

Ֆ The results obtained and relevance to the PBDB • Evaluation of results including: 

Ֆ Comparison of results with acceptance criteria 

Ֆ Any further sensitivity studies undertaken 

Ֆ Any expert judgement applied and its justification 


• Conclusion 

Ֆ Specifications of the final design that are deemed to be acceptable 

Ֆ Confirmation that the NCC Performance Requirement/s were met 

Ֆ All limitations to the design and any conditions of use.
